With reference to my despatch No. 117 of December 16th,and my telegram No. 44 of December 24th,last, I have the honour to enclose copy of a communication addressed by Mr. Volpicelli to this consulate-General. Similar com- munications were addressed at the same time to the French,

Japanese, Russian Consulates.

This is the first official intimation which I have re- ceived as to the establishment of the Italian Consulate- General at Canton, Mr. Volpicelli has not followed the usual custom among Consular officials of calling at this Consulate although he has paid at least one visit to the German Consulate since his arrival on December 8th last. My French and Japanese colleagues are at one with me in regarding Mr. Volpicelli's behaviour not only as want- ing in common courtesy but also as reprehensible on the part of the Consul of an Allied Power, and we have ab- stained from acknowledging his communication. The aussian Consul-General informs me that he has sent him a formal

acknowledgment in reply.

Mr. Volpicelli has taken up his residence in a house on the river bank below the Canton-Kowloon railway terminus

and about five miles from hameen.
