I have the honour to infam request that you will be

good enough to inform me whether Mir. Z. Volpicelli is now at

Canton and whether it is his intention to transfer the Con-

sulate-General of which he is in charge to that place.

In this connection I enclose for your information copy a

of a letter addressed to Mr. Volpicelli on the 6th of Septem-

ber. On the 14th of September Mr. Volpicelli left for Shang-

hai leaving his assistant Mr. Bena of the firm of Martini a

Co. in charge.

If Mr. Volpicelli is at Canton his movements should as

far as possible be watched.

In reply to your letter of the 4th instant, I am directed to

remind you that at the interview which you had with the Governor

on the 26th ultimo, His Excellency informed you that he was pre-

pared to permit you to visit Canton if you would give an under-

taking in writing that you would not visit the German Consulate

there or hold any communication with the German Consul, and that

you refused, on principle, to give any auch undertaking.

In these circumstances His Excellency regrets that he is un-

able, pending the result of reference to his Majesty's Government,

to permit you to leave the volony for the purpose of visiting ei-

ther Canton or Macao which is in easy communication with Canton.
