The Director of the Intelligence Division
présents his compliments to the Under Secretary of State for Foreign Affairs, and in reply to the letter lo. 48856/T begs to say that he has no information incriminating the individuals in question. There are, however, good reasons for regarding all German
issionaries with strong suspicion, and there can be little doubt that many of them are nothing more nor less than German agents. According to en unofficial comunication from the Colonial Office, the name of the man alleged to be over 55 years old is Siemssen.
It is, however, observed that in the telegram from the Governor of Longkong of March 11th, the thira persul mentioned is said to be a German agent, while the fourth is said to be also suspect, und it is suggest ed that it woul be undesirable to release these men until these charges have been investigated.
