Yunan.
It is reported by His Majesty's Consul General at
Yunan Fu that bad news from Szechuan has been received
by the rebels and that the Military Governor has
enquired whether if he took refuge in British
territory he would be protected.
I have replied that the immunities usually
accorded to political refugees would be granted to
him.

have been sent to India, Tokio and Hong Kong.
