I have telegraphed to Governor of Hong Kong as follows. According to local rumour, German prisoners from Hong Kong to Australia may travel on Japanese 3.3. "Nikko Maru" touching at Manila. If
so I fear that while ship is here under neutral jurisdiction strong efforts may be made to secure release by legal action.
