Pay of 24s/ a day. He asked (30.10.16) how this

was to be treated. Mr. Cowell consulted the

Treasury semi-officially. Mr. Waterfield replied

that it was presumably what the War Office describe as "charge pay" and that if so it would be treated

by Treasury as "pay". Dr. Gimlette was accordingly

informed (21.11.16) that it would be deducted from

his civil pay in fixing the amount of his Colonial

allowance.

Transport Allowance.

this File/1816/19.West Africa. It was ascertained

from Crown Agents that Admiralty regarded this as "pay" and we replied (18th October 1916) that "as

the Admiralty have informed the Crown Agents that

Transport Allowance is for this purpose regarded as

pay and not as an allowance "the Secretary of State

was unable to authorise the Crown Agents to disregard

the amount of his Transport Allowance in computing

his Colonial Allowance.
