The Secretary of State for the Colonies

to the Governor of Hong Kong.

(Sent, 12.15 p.m., 23rd September, 1916.).

With reference to your telegram of the 24th August in cypher with regard to Captain Knight. Admiralty state that confidential instructions can only be given to British subjects who are born of British parents and that in the case of Captain Knight no exception should be made.
