With reference to your letter of yesterday's date, (14933/16), respecting the proposed acquisition of a vessel by Messrs Butterfield and Swire for the conveyance of raw sugar from Java to Hong Kong, I have to inform you that a guarantee is given to British Shipowners who purchase neutral vessels, to the effect that such vessels will not be requisi- tioned except in the case of extreme necessity, and in that
would event payment will be made not at Blue Book rates but at the market rates current at the time. This may be taken as, in effect, equivalent to exemption from requisition.
The memorandum forwarded to you yesterday related
to the charter of a vessel already under the British Flag.
