Sir,
I am commanded by my Lords Commissioners of the Admiralty to forward herewith, for the information of the Secretary of State for the Colonies, a copy of a telegram which has been received from the French Ministry of Marine from which it appears that the Master of the French $.S. "Polynesien" was instructed by the Customs Authorities at Colombo to land at Hong Kong all goods for unknown consignees
in Shanghai.
2.- My Lords understand that the consignments in question were shipped in Allied ports and were duly author- ised and in these circumstances they would be glad to be furnished as soon as possible with any further particulars regarding this matter.
3. In conclusion I am to suggest, for Mr. Bonar Law's consideration, that in the meantime, the Government of Hong Kong should be instructed to release the "Polynesien" and cargo provided that he has no special reasons for suspecting any particular consignment.
