I am afraid we are not in a position to adopt
a similar plan to the above for the following reasons
Singapore is a transit port whereas Kurachee
:-
is terminal, and there, goods being the produce of the country, shipment can be arranged at comparative leisure and bills of lading issued to accompany outgoing vessels.
There is no comparison between the tonnage of
Singapore and the comparatively small terminal port of
Kurachee and in addition Kurachee has a Customs staff.
In this port vessels must have quick despatch
and bills of lading and properly authenticated ranifests
are not available till some days after sailing when the
manifests and bills of lading are forwarded by mail after
departure of vessels. A rough Captain's copy of manifest
only being supplied the ship.
All prohibited articles which are of a contrband
nature are shipped only with special permission.
