Sir,

I have the honour to inform

REC (REG W 16

that the S.S. "City of Norwich" recently

arrived at Port Said from Karachi with her papers stamped and sealed in the following manner

(a)

All manifests and bills of lading sealed together

with port clearance and green pass, the green pass on top, the number of bills of lading and manifests being stated on the green pass.

(b)

The manifests were all originals, signed by the

Customs.

Each bill of lading was stamped by the Customs

with the words "Karachi Customs, certified correct, with the signature of the Oustoms authority across the stamp.

This is an exceedingly good method as it makes it reasonably certain that the Captaink copies of the

bills of lading are true copies of the shippers and

consignees copies and that bills of lading and manifests

are not withdrawn or substituted.

3. I would therefore suggest for consideration that

this method may be adopted generally at all ports in

India/Ceylon.
