disciplinary measure short of dismissal, safeguarded

by the pleasure of the Crown.

If statutory authority is required, S.3. (and F.M.S.}

have satisfatory provision. Whether Ceylon has, I feel

more doubtful. Ord. 11 of 1910 appears to give power,
