I have the honour in virtue of No.212 of the
Rules and Regulations of His Majesty's Colonial Service,
to address you with reference to the matter set out in
the enclosures noted in the margin.

It will be seen that I received the 1st commun-
ication from Government on the 15th November and my eus-
pension on the 21st December during which period I carried
out my various and multitudinoue duties to the entire
satisfaction of the Head of my Department and also con-
ducted three public Meetings of the Sanitary Board.

I venture to suggest that I have been used as
a ecape-goat for compared with some of the other Govern-
ment officials in the Colony who are steady drinkers while
I only drink at long intervale my conduct would appear in
quite a favourable light for instance I can mention (1)
Mr. Tratman the Head of my Department who is continually
taking aaperin in the office and is continually absent
from his office and in consequence the whole responsibi-
lity of the Department falls upon me (2) Nr. Thomson the
Colonial Treasurer who for years drank heavily and who
had to stop because it was killing him. (3) Hr. James a
Government Schoolmaster who has twice been in the Lunatic
