Cemil considered a report of a Committee of the Council upon their investigation into charges of intemperan os brought against Mr. Bowen-Fowlands. After some discussion Council divided upon a proposal of His Excellency the Governor that Mr. Bowen-Rowlands should be suspended from the exercise of his office and that his dismissal from the public service should be recommendad to the Secretary of State for the Colonies. The Treasurer and the Directer of Public Works supported the proposal. The General Officer Commanding, the Clonial Secretary, the Attomey-General, the Secretary for Chinese Affairs, Sir Paul Chater, and Mr. Sharp dissented, recommending that some lesser punishment should be given.
His Excellency intimated that he was not prepared to accept the advice of the majority and that he would proceed to suspend Mr. Bawen-Rowlands with a view to his dismissal.
