Hon. Colonial Secretary,
I regret to have to repart as follows with regard
te Mr. Boven Rowlands, At 4.18 p.m. on the 8th. inst., I waS
oslled by Dr. Weedman to see him. He was lying on the fleer of
his offics just behind his desk, as loop. His chair was overturned
behind his. Fearing that his removal in this conditiem might lesá
to a public scandal I arranged with Dr. Woodman that he should
came back after dark and see what could be done. At 4.45 p.m.
Dr. Woodman informed me that Mr. Bower Rowlands had resumed his
seat in his chair, but was still hopelessly "drunk" and that be
refused to be taken hene. The same thing eccurred at 8.20 p.m.

prepared to say that drugs may not have played some part in the
condition observed as well as alochel.
