With reference to Mr. Severn's Despatch No.223
of the 31st. of May, 1912, I have the honour to inform you that I
have suspended Mr. 0. F. W. Bowen-Rowlands from the exercise of his
office as Secretary to the Sanitary Board and that I now recommend
his dismissal from the Service of this Colony, under the following
circunstmces.

On the 6th of March last in consequence of a
report made by the Head of the Sanitary Department I interdicted,
under the Colonial Regulations, Mr. Bowen-Rowlands from the exer-
-cise of the powers and functions of his office and caused the
letter forming enclosure 1 to be addressed to him. After considera-
-tion of Mr. Bowen-Rowlands's reply, forming enclosure 2, I re-
-instated this officer but caused him to be infomed that I dealt
leniently with him because it was the first time that he had to my
knowledge committed himself through excessive use of alcohol, and
in consideration of his good work; but I warned him that "this was
the last time that any lapse through drugs, drink or otherwise
would be dealt with otherwise than by dismissal from the Service”.

Under date of the 14th. of April last the Head
of the Sanitary Department made a report, copy of which forms enclosure 3 in consequence of which I ordered the Head of the Department to hold an enquiry the purport of which forme enclosures
