With reference to my Despatch No. 301 of the
6th. September, 1915, and to Mr. Severn's code telegram of the 14th.
ultimo, I have the honour to recommend that as no suitable candidate

for the post of Government Analyst appears to have presented him-
-self the appointment should now be given to Mr. Dovey who has satisfactorily performed the duties of the office since it became
vacant on the retirement of Mr. Brome.
Ky reasons for preferring Mr. Dovey to Mr.
Taylor are set out in the accompanying memorandum by the Principal
Civil Medical Officer.

Should you approve of the appointment of Mr. Dovey I propose to attach the condition that he should obtain the
qualification of a Fellowship of the Institute of Chemistry before
the expiration of his next leave in England.
