The Governor of Hongkong to the Secretary of State
for the Colonies.

With reference to your telegram November fourth in cypher am informed by General Officer Commanding that the ten police are not required as it is not intended to ship non-commissioned officers
with labour battalions.
The men have volunteered
for active service or my other and probably ten
Shell I send the men to
