I have the honour to bring to your notice a

state of affairs which has long been a source of deep regret and anxious thought to all right-minded persons in the Colony who know of its existence but which has hitherto defied all the efforts of

the Government to deal with it

Solicitors' interpreters have a position of much importance in Hongkong where as a rule they form the only medium of communication between the Solicitor on the one hand and the Chinese client and his witnesses on the other, and much of the conduct of every Chinese case is left in their hands. They are often men of much natural astuteness and their honesty seems to be in inverse ratio to their ability. Their opportunities for evil are great among litigants who are at once unfamiliar with the law and civilisation under which they live and are accustomed to an- -other judicial system in which corruption has heretofore been rife. The result is that fictitious claims are made, false evidence is suborned, documents are forged, champerty is prevalent, honest claims are falsely inflated, successful litigants recover only a portion of the fruits of a favourable judgment, and genuine claims are defented by fraudulent means. The activities of these "alliga- -tors" as the Chinese call the dishonest members of this class of
