Referring to your telegram of the 23rd. Septem

-ber, a paraphrase of which is endlosed, I have the honour to inform you that it has been brought to my notice that a Mr.J.

Lossius, a Norwegian by birth and an American citizen by naturaliza

-tion, has been and still is employed in the capacity of Master in

British River Steamers trading between Hongkong and Canton and the

West River.

As confidential instructions from the

Admiralty are not imparted to Masters of river steamers I have

assumed that there is no objection to the continued employment of Mr. Lossius, but I shall be glad of your instructions on the

point.

3.

I may state that Mr. Lossins has long bean resident in Hongkong, that he is married to an Englishwoman, and that there is no reason to doubt his good faith towards the

British Government.
