We do not hesitate in saying that, had the Norwegian owners known the attitude now taken by the British Government, as mentioned above, we feel certain that they would never have gone to the expense of paying the heavy over-price as referred to above.

There is another fact which we hope the Government will duly consider, and that is, the very serious losses suffered by Norvegian shipowners during the war, and which losses have, we understand nearly exclusively been suffered in trade with the Allies. One of the latest oksee we have seen in the newspapera is the sinking of .s. "Pronto", belonging to sme of the contracting parties, Monera. Hare Kiser & Co., on the voyage from Spain to Liverpool, which took place during September last. In view of these circumstances, we think it would only be reasonable to expect that the British Government would take sanə fully into consideration, and to grant the necessary permission to you to have the steamer at present under building for Forwegian shipowners transferred to Norwegian flag on completion without the restrictions referred to above.

As to contracting for further new buildings to Norwegian owners, it will entirely depend on whether the British Government will give permission for due delivery of the ships when ready, otherwise we have no hopes whatever of Forwegian shipowners plasing contracte for new buildings with

you.
