Gentlemen,
Referring to my letter of the 28th. October
I am directed to state that instructions have been received
from the Secretary of state for the Colonies to the following
affect:-
No facilities are now being given in the United
Kingdon for the laying down of new vessels for foreign
flags; and no permission will be given for the export to
the Colony of materials required for vessals being built
under foreign flags. No mew vessels are to be laid down
in Hongkong for foreign sooount, and vessels now under
construction may not be transferred to a neutral flag unt11
definite arrangements have been made for time-chartering
to an approved British firm for the period of the war and
for six months afterwards at approximately half market rates.
