We beg to submit that it would not appear to be
of advantage to British intereste generally or of those
of this Colony in particular to sever connection at this
stage which would divert the neutral ship repairing business
of this Colony to other Ports in the East. These plac08
procure their steel and other materials from the sŁDO

no advantage in excluding the repairing of neutral vessels
at Hongkong where skilled labour is adequate for all present
requirements*
