Referring to lir. Harcourt's Circular Despatch of the 28th. April, 1915, I have the honour to trmsmit a Certifi- -cate of Naturalization in respect of Mr. E. J. Noronha who has been resident in this Colony since infancy and of his son Edward Anthony.

Mr. Noronha has filed a memorial under the provision of the Form A supplied by kr. Harcourt and he has satis- -fied me in respect of the particulars required by that, form. Mr. Noronha has been in the firm of Messrs. Noronha and Company, the Government Printers, for many years and is in my opinion a person to whom a certificate of naturalization may properly be granted.
