With reference to my Despatch No. 365 of the

21st. September and previous correspondence relating to sheltering cargo, I have the honour to enclose copies of certain correspondence which I have had with His Majesty's Consul-General at Shanghai about a consignment ex S. 8. *Scandia* which the Chartered Bank obtained possession of and forwarded to Shanghai on a Dutch steamer.

While not wishing to criticise the action of

the Consul-General, I would point out that if such transactions are frequent it appears that firms and banks at Shanghai are being placed at a considerable advantage over firms and banks in this Colony.
