Dear sir,

Enclosed I send you a cutting from the "Japan Chromiola" which, sa you will doubtless know, is the leading English newspaper published in Japan. The outting consists, es you will see, of a statement published by the Japanese Foreign office with regard to the recent examination by British Warships of Japanese vocable on the high seas. It is trum that all reference to these examinations have been suppressed in Hongkong, but they have been discussed in detail in various British newspapers in Japan and China, including the "North China Daily Jews". The circumstances are, therefore, well-known. Assuming, however, that thers might be some inscrutable reason why this rews should be withheld from those matars of the Hongkorg public who do not subscribe to out-port papers or read them at the Club, we have offered no protest. It seems extraordinary, however, that now, when the Government of Japan issues & re-tisuring statement with the obvious intention of removing misunderstandings osloulated to preduce an irritating effect upon the Japanese people, we should be precluded from reproducing it.

At the same time I enelowe another cutting, recently deleted by the Censor, containing a description by Jeval Lieutenant Werninger, Commander of the German submarine U 17, of the way in which his vessel was caught. The cutting appeared originally in the "Morning Pest" of Landen, and subsequently in a Singapore rows- paper. It had, therefore, passed the Censer twice, presumably, before we received it. It would be interesting to know what are the prouliar oʻrcumstanoss obtaining in Hongkong which make it dangerous to publish such statements, which can furnish no

information to the enemy (from whom, in point of fact, that this
