I am directed by His Excellency the Governor to request you to submit to the Chusor, deveral Staff, Madquarter offices, before publicstion, all reports, notes, or other information which you propose to insert in your zove paper.

I am directed to inform you that it is the Governor's desire that all items of zava referring in any way to the following subjects should be sent to the Press Censor prior to publication,

(1) The "Chou-an-hud* ="Peace Preservation Society"

(8) Revival of the Noma@ehy in China.

(8) Amy matters arising in Okina or Japen which have been

referred to the British Legations.

(4) The situation betmen China and Japan.

(0) Bows or information regarding India and Indians wherever

situate.

(8) Any nowa or information with regard to movement, numbers,

dosežiption, condition or disposition of any of the Parces, skipa er var materials of His Majesty or His Allies.

(7) Any news or informatiem salsulated to prejudios Eis

Majesty's relations with foreign powers.

The above is simply a general statement of the subjects which should invariably be sent up for censorship. There are possibly however others which must be left to our discretion but His Excellency wishes me to impress on you the desirability of submitting such for cansorship whenever there might be any doubt as to the desirability of publication.
