item (6) should apply to Great Britain's Allies. The censoring has been done before publication. That is to say Editors have been required to submit articles or paragraphs which might infringe the regulations to the Censor before publication.

The Press has, with the exception of what I cannot but regard as the minor matters referred to below, loyally carried out the wishes of the Colonial Government. The minor matters I refer to are in connection with the publication without previous submission to the Censor of items of news, copied from newspapers published in New York, China, Japan, and London, which infringed regulation (6).

In such cases remonstrances have been address- -ed to the Editors of the newspapers concerned and these re- -monstrances have not always been well received as for example in the enclosed correspondence with the Editor of the "Hongkong Daily Press".

Recently the Press Censor took exception to the publication in the "South China Morning Post" of a paragraph, copied from a Japanese newspaper, concerning the steam trials of the Russian Battleship "Peresviet", which led to the correspondence of which copy is enclosed.

Referring to the enclosure to Commodore Sande- -man's letter of the 29th. of September, I enclose copy of the extracts complained of:-

(1). Munitions to Russia supplied by Japan.
