With reference to your telegram 11th October City of Manila will not call at Hong Kong.
It is
proposed now that the cargo should be shipped by
Karenga due on October 23rd Agents here on

instruction owners ask Government to place themselves in the position of shippers and to consign cargo to Consul General. This will facilitate shipment but will tend to throw (?) responsibility on Government
