to engage coolies for esopotamian service.

Majesty's Minister at Peking thinks there may be
danger of scheme clashing with His Majesty's
Government's scheme of enlisting large numbers of
Chinese for service in France at Teihaiwei.
I should be glad to be informed of the facts as
early as possible.
