brought on the permanent staff, and he was therefore on a different
footing to and had no place amongst those who were then or übɛequently

officer's buniority then it would appear that there are officert in the
Public Works Department who should be placed over the heads of their
sender, howurur much higher the rank of the latter may be. duch n
method would, I think, be far from the intentions of the Government
though in the present once it is apparently holding good.
5. That ur. Duncur poivossos a higher diploma then my which I
por seat. I would reply that; -
(n) though the possession of a diploms indientes sens considerable
dugree of leaming, there are Architects and Engineer: in the Colony
who, though looking diplomas, are more capable than many who have them.
(b) If this be carried to its logical conclusion there would
appear to be no reason why Mr. Dupoan (or any Officer who is an A.M.I.
0.3.) should not be placed over the heads of those of his seniors who
have either inferior diplomac or none at all a conclusion which would
very much affect the staff of the Public Works Departmeni tə

4. That Mr. Duncan has been engaged here on work more important
then my own. I submit that:-
(a) I have been senior assistant (first noting and now mb-
stentively) in the Buildings Ordinance Office since I joined the Public
Works Department.
(b) The work performed in that office is not of an obtrusive nature and, provided that it is being done satisfactorily little or not
