with regard to the first portion of the Enid fåret

paragraph of Enclosure B:-

(1) It would appear that the sole reckon for giving Mr.

Duncan seniority over mykelf was that he was in receipt

of emoluments larger than mine.

(8) Mr. Duncan'& sclary from the date of bi

appointmụn:

in 1912 has been ut the rate of £350 per annung my ------

sclary has risen by regular increments from £30 to £430 per annum and will reach itu maximum (€450) in 1918.

On the othur hand ir. Duncan shortly aftur his

Arrival in the Colony was granted non-pensionable

special pay of £140 per annum for the reason. Which I

have given in Enclosurɑ A¡ my duty pay which is

non-unionable, is £50 per annum.

(3) Im in receipt of a higher inlary than ř. Duncan although my total emolumunte are a little lui: then his. (4) I would respectfully submit that it was not intend- -ed that special pay should be taken into con-ideration in allocating seniority and defining gredus, but that notual salary alone should be considered. This procumab). being that of the grade in which Mr. Duroen would be

Otherwile placed i.e. let. Grade Assistant Engineer.

it would mypocr pollible, if not probable, that Mr. ́enderson, Aksistant Engineer, (who joined the service August 30th. 1912, and who also is engaged on special work end is in receipt of special pay of £140 per annua
