The Hon. Colonial becretary replied by letter (Enclosure B)
and I would invite your attention especially to the first porgriah
of that letter au followsz
"and to General Order Fo.39 of the **
Hongkong Government which include the following: (1) "Seniority is
determined by the date of an officer'a appointment to the particular
grade or elca in which he is serving" and (2) "The claim. of
candidatet for promotion will be con.idered in order of their
Leniority"

with regard to the first portion of the Enid fåret
paragraph of Enclosure B:-
(1) It would appear that the sole reckon for giving Mr.
Duncan seniority over mykelf was that he was in receipt
of emoluments larger than mine.
