I have the honour to acknowledge the receipt of your
letter dated the 3rd inst. and note with surprise that the
Government has taken into consideration Ar. Duncan's "special
allowance" in deciding his position on the staff of the Public
Fork Department, and that length of service is not to be
considered in determining seniority.

With reference to the 2nd.. portion of paragraph 1 of
your letter i.e. (Thia nosition gives Mr. Duncan no prior
claim to promotion) might I respectfully draw your attention
to the fact that when Kr. 3iden appealed against his seniority
being passed over the Secretary of State decided in his favour;
it would therefore appear that "r. Dungan could contend that he
has a prior claim.

I am grateful for the permission to address the
Secretary of State on this matter but before doing so might
I ask if the overnment will kindly advance me to the nd. grade of xecutive Engineers especially as I have virtually
As I am been in an Executive position for the past 8 years,
on the maximum salary of an Assistant Engineer the additional
increase to Government would only be £10 per annum-160 per
annum duty pay in lieu of £30.
