In reply to your letter of the 12th. ultimo, I

an directed to inform you that wheress you were advanced

to the lot. Grade of Angistent Engineera on the 22nd. of

August, 1912, Mr. Duncan, who held a special appointment

and wes therefore not graded, was in receipt since the 22nd.

of April, 1912, of emoluments equal to the maximum salary

of an Assistant Engineer of the lst. Grade. For this reeson

Mr. Dungan although junior in point of total length of service

is to be regarded ac osnier in point of service in the Grade

of lat. Grade Assistant Engineer.

This position giver Mr. Duncan no prior claim to

promotion to higher rank. Such promotion is a matter for the

Secretary of State to decide on the merits of each particular

CCGA.

2. No communication has been adûrenced to the Secretery

of State on the subject of the relative seniority in the grade

of lot. Grade Assistent Engineer, but if you desire to addreno

him you are of course at liberty to do so.
