with the information that Mr. Arthur ZIEEM, manager of the

Pathe Frères in Manila, is not an American citizen, as far as

this office could ascertein. It appears, however, that he took

out his first papers and later served two enlistments in the

United States Army, ere in the 6th and one in the 7th Cavalry

Regiments. Since his discharge from U. S. Army he has had no

opportunity of securing his final citizenship papera".
