Sir,

I have the honour to forward a memorial addressed

to you by Mr. J. M. Franco, Ninth Light-keeper, who was retired from the service of this Goverment on pension on the 31st

May last.

Mr. Franco is forty-nine years of age and, in- -cluding three months' vacation leave granted immediately prior to his retirement, he completed 25 years' pensionable service. With regard to the third and fourth paragraphs

of the memorial it is the case that the question of Mr. Franco's retirement was first brought forward by the Harbour Master in connection with a scheme for the re-organization of the light- house service, but Mr. Franco was called upon to vacate his post entirely upon the grounds of ill-health and not for pur- -poses of abolition of office.

I enclose a copy of the report of the Medical Board, which examined Mr. Franco. I attach also a copy of a report from the Principal Civil Medical Officer in reply to a query as to the cause of the defective eyesight. The Harbour Master states that for several years past, owing to his defect- -ive sight and failing limbs, Mr. Franco was unable to perform the ordinary duties at Green Island Lighthouse, to which he was attached, and that he was accordingly employed in answering
