With reference to my telegram of the 17th
Lack of facilities for small investments in
Exchequer Bonds is causing much dissatisfaction here I understand that it is (?) proposed to make a general scheme applicable to all Crown Colonies. This is sure to cause further delay. I would strongly urge the adoption of scheme proposed in (?)my confidential despatch of Way 3rd for this colony as a start.
