As the Gov. is so anxious for a
reply I would answer as in draft herewith, without
waiting to obtain the concurrence of the Treas.,
and send them a copy of this and our reply in letter
on 41033 S.S.
There can be no harm in offering to consider
a scheme for a local loan, to be reinvested in Imp.
loan. But in the case of H. K., which has a curren-
cy on a silver basis, there is a very special objection
to the Govt. taking an active part in encouraging
small people to invest directly in gold loans, the
value of which in local currency would fluctuate
widely with changes in the price of silver.
