11. After the assassination of the Envoy the undersigned despatched various letters and telegrams to his brother the newly appointed Envoy with a view to the continued performance of the Agreement, but no steps were taken by the new Envoy to perform the Agreement.

12. In the meantime smuggling of native opium is taking place which the Chinese Authorities are too indisposed to stop.

13. It is, perhaps, hardly necessary to point out that the locking up of such ormous resources totalling $8,500,000 is a serious handicap and embarassment to thedersigned and restricts their employment of such resources in developing other avenues of trade and is deleterious both to their interests and to the interests of the port as a whole.

14. The undersigued desire the assistance of the Government and of His Majesty's Minister in Peking in bringing pressure to bear on the Chinese Govern- ment to perform its obligations under the Agreement as speedily as possible and to resume taking delivery of the opium still remaining undelivered.
