Sir,

In view of my departure from the Colony before your arrival, I have the honour to leave for your guidance the attach- ed statement which has been carefully compiled. You will at once observe that the matter has been gone into in the most minute detail and is indeed an adaptation, with some improvements of the scheme which has been carried out with success for the

past eighteen months.

2. With regard to the examination of Store Accounts I leave the allocation of work to you with, the advice that these examinations should interfere as little as possible with the ordinary monthly current work.

3. My greatest wish is that during my absence, any friction between yourself and the rest of the Audit staff should be avoided and I most sincerely trust that you will en- deavour to comply with my wishes. In the case of illnesses or any other forms of absence, I of course expect you and all the

staff to be of mutual aid to one another.

4.

During your absence the staff has worked willingly and well, and I feel sure that it will continue to do so in future provided that it is handled with tact and consideration.

5.

I regret that it has been impossible to hand over the

Department to you in person.

6. Copies of this letter and my instructions to you have been forwarded to the Director of Colonial Audit and to

the Hon. Colonial Secretary.

T. Dallin, Esq.,

lat. Assistant Auditor.

I have, etc.,

(SD.) H. R. Phelips,

Auditor.
