and I have referred the list, divided into classes, of the officers concerned to the Director of Public Works for report as to where land for the proposed quarters could be found. I enclose copy of the list referred to together with Mr. Chatham's report which shows that in this Colony where accessible building land is scarce, it is not possible at the present time to find suitable sites for the buildings that would be required.
I am well acquainted with the sites indicat- -ed and with the topography of the Colony generally. I regard the sites referred to in paragraphs Nos. 5, 6, and 8 as quite impracticable at the present time. The site referred to in
paragraph 7 is a good one and has already been earmarked for
use for Government purposes.

In these ciroumstances I am forced to
recommend that the House Allowances I have already recommended should after the conclusion of the war be brought before the Legislative Council for consideration, as I trust you will on a review of the facts agree, for application to married officers only; and that the question of building Government Quarters be deferred until the development of the Colony renders available suitable areas of land for the building of
quarters either for married officers only or for both married
and single officers as may be decided.
