Sir,

I am directed to forward for your consideration

a revised draft of the proposed Anglo-Chinese Customs agree-

ment.

There are in this draft a number of alterations

which are mainly grammatical: apart from these the following

amendments have been made:-

(a) Article I. Subsections (e) (f) (g) (h) put in fuller

detail the purport of the similar sections in the

former draft.

(b) Article II has been revised with a similar purpose.

The reference to sulphur and saltpetre has been

transferred to Article III.

(c) A final paragraph has been added to Article II on the

lines of a suggestion made by Mr. Harris on the 25th July.

(d) Article V. Subsection (a) has already been agreed

upon. Certain changes have been made in other parts of the Article in order to make the meaning more clear (e) The last paragraph of Article VII is omitted, as it is not required for purposes of the agreement. (f) In Article VIII reference is made to Articles V and

VI instead of to Article V only; in the interests of

the Chinese Customs.
