A Revenue Officer starts at £240 to £270 per annum.
I most respectfully beg to bring to your notice that since the 31st December, 1914, there is only a "Probationary Chinese Wardmaster" to assist me in the Lunatic Asylum, and from the 31st December, 1914, to 5th February, 1915, and from the 8th September, 1915, to 1st October, 1915, I had no one to assist me except a ward boy from Victoria Hospital. I never get a week end off, or a Public | Holiday, and am on duty every Sunday and do 12 hours duty daily in this lonely place.
I joined the Medical Department over 10 years ago,
and am on my maximum salary of £180 per annum over 24 years, and out of that I am paying £7.4.0 per annum into "The Widows and Orphans' Pension Fund".
I have to run a"mess" on my own, and keep my own servant, whereas in other Departments such as Police and Warders run a large meas of 20 or 25 live far cheaper and employ 1 or 2 boys to the mes8.
It will be said I am getting free quarters, fuel, and light, so are all the other subordinate servants getting free quart- ers now, and the Police and Warders get fuel and light in addition. Coming to the question of fuel and light I beg respectfully to state that I never use fuel except for cooking, as there is no fireplace in the Asylum Quarters. The question of light, I think I have been very economical in considering that some months I have ran the whole building, including warde, wardmaster's quarters, Chinese staff quarters, kitchens, etc.. (73 lamps) as low as $5 a month.
Sir, I most respectfully beg to request that you will recommend that my pay be increased to at least the pay of a Principal Warder viz £200 per annum, rising by annual increments of £10 to £250 per annum, in order that I may have something to look forward to when the time comes to take my pension, same as all the other subordinate servants in the Colony, and I will always endeavour to try and give satisfaction.
I have, etc.,
(SD.) J. 0. Regan,
Wardmaster.
