Following is repition of telegram from Searetary of State for Colonies begins:-

Confidential Circular despatch April 29th goods in transit to or from British ports and at your discretion French ports may be passed without further scrutiny but goods in transit to or from other allies should be treated in accordance with confidential Circular despatch April 29th as those Governments have not yet adopted Trading with the Enemy regulations as strict as British ende.
