of tobacco though of course certain inor changes may be
dictated by experience. The regulations and forms are
based on the regulations and forms under the Liquors
Consolidation Ordinance, 1911.
Third schedule: The fee for the a liceneddware-
house was fixed at a fairly high figure because each ad-
ditional licenced warehouse means increased supervision
and consequent expenses, but it is possible that the fee
has been fixed too high and the matter is under considera-
tion. The importers and retailers licences are intended
only to secure information and controjover tobacco gen-
erally,
In my opinion this is an Ordinance to which His Ex-
cellency the Governor may properly assent in the name of
His Majesty and on His behalf.
