With reference to the comments of Sir John Jordan in connection with British enterprise in Kwangtung, we trust that arrangements may prove practicable in the future whereby neither our Ally France, nor other Foreign Powers may claim to possess privileges over Great Britain in the neighbouring province, and that the most favoured nation Clause may become effective in British favour in every respect.
My Committee notes with satisfaction that the Govern- ment loses no opportunity of pressing for the junction of the Kowloon-Canton with Canton-Hankow-Railway, and of other advantages for the port of Hongkong. My Committee will be happy to support in any way practicable a forward policy in due time in Kwangtung, believ-
against ing that therein lies protection agent enemy efforts to damage British interests in South China.
