With reference to my telegram of this morning. I
have the honour to anclose for Your Eveell may's information trans- -lation of a telegrém, which I have ndlressed in Chinese to the Tu Sau-ling Ts'en Chun haunn at Shiuhing.
In view of the fact that, having beon sent an clair sooner, or later it would be bound to find its way into the Chinese pres?, wild that its publication would tend to have a re- -asuring effect on popular opinion, which is at the moment, some- -what excited, it has been represented to me that it would be wise to make it public without delay. I am so wrdingly, with the consent of General Lung, giving it out to the Chinese press this evening.
