Your despatch 17th May No, 202 owing to shortage of Glycerine shipment of Blasting Explosives to British possessions from United Kingdom restricted to directions which will serve national purposes at present. Therefore Dynamite and Detona tors from British sources should not be re-exported from Hongkong to any foreign country. As regards Dynamite Detonators from foreign sources you may still act in accordance with my telegram 24th June 1915.
