I am directed to inform you that this Government
has ascertained that on the 21st April the S. S. "China" shipped
132 chests of opium from Macao, ostensibly consigned to Mexico.
The opium was described as prepared opium but

it is very possible that it was raw opium. There are good
grounds to believe that it was intended to smuggle the opium
into China.
