Referring to your telegram of the 17th July,

I have the honour to state that Hails intended for the U. S.

Navy are not censored in this Colony.

2.

On two separate occasions one U. S. Naval bag for

Manila was opened inadvertently. The contents were not however disturbed and an apology was immediately sent.
